No pure draft until 2013: Demetriou
By Louis White 7:13 PM Wed 29 July, 2009
LEAGUE chief executive Andrew Demetriou confirmed that it would take until 2013 before there was a draft bereft of concessions for the Gold Coast or western Sydney clubs.
Speaking from the new AFL and cricket facilities at Blacktown Olympic Park on Wednesday, Demetriou reiterated that both franchises needed those allowances to succeed and that other AFL club representatives had supported the plans.
"The lists committee that got together to help establish the formation of the Gold Coast football club have already met three times regarding the western Sydney football club and will meet again shortly," he said.
"They are going through the sorts of things that will again allow draft concessions for the club.
"The next draft and the draft after will be affected. We probably won’t see a pure draft until 2013. There will probably be other mechanisms that will allow this club (western Sydney) to be formed."

The AFL are going to have to give the new teams financial concession for years especially West Sydney. Existing clubs will try to convince kids practically forced onto these new teams' lists to come home. So the draft order may return to normal but it won't be an even playing field due to the concessions.
