Signing footy's

Does anyone know which team started signing footys and giving it to the fans after a win?
I know that it's something Richmond has done for a while now but i'm curious as to which team started it.
The club that keeps giving.

Wallet has said many times that the RFC started it when he was coaching.

Yep, one of the few things Wallace fluked that ended up as a good idea (playing Libba as a tagger being the other)

outside of footy it was Stalin, and his were very successful.

Yes,  i am aware of Stalin's five year plans. Unfortunately a lot of people did not see the end of each five year plan.
