New proposed Draft rules

Under the proposal formulated by AFL administrators, the AFLPA and club staffers:

* CLUBS will have until October 31 to sign uncontracted players. If they are not contracted by that date, players can decide to nominate for the national draft or pre-season draft, improving their chances of crossing to a club of their choice.

* A FREE AGENCY FREEZE for the next 4 years.

* A RECOMMENDATION that the league raise the draft age of players to 18 in time for the 2009 draft, to ensure players finish secondary school before they commit to an AFL club.

* RELAXING the restrictions on mature-age rookies to allow players over 23 who have played only a handful of AFL games to be given a second chance.
