If not why do other clubs see them as valueless and yet they are highly rated by the RFC brains trust?

Fair point - is argue they are a unique case as they have rugby fans and an inability to retain players

2 or 3 years ago I think every de-listed player at Richmond was re-drafted so it doesn't mean much. Most clubs turn over 8-9 players each year - we are 2-3 higher at the noment
