It's not really used that way but you can create a topic or word to follow when you post a tweet using the #topic_name and then everyone who wants to talk about that topic can view every tweet about it by searching and using that #topic_name. All tweets with #topic_name will appear on the same page.

I use twitter mainly to follow news/sports websites or tweet links back to OER. It's easier than trolloping through every news/sports website searching for info you're interested in. A tweet on say breaking news or a article from the RFC site will appear in real time and if it interests you you can then easily click on the link to read about it.

ps. Who misses Cuz  ;D
