Stephen Milne's alleged rape victim recently played a crucial role in convincing police to charge him with sexually attacking her.

The Herald Sun has discovered the four rape charges against Milne wouldn't have been laid this week if the alleged victim hadn't wanted to proceed with her complaint.

But she has told the state's top detective she wants to go ahead and that she is prepared to give evidence against Milne.

The head of the Victoria Police crime department, assistant commissioner Stephen Fontana, revealed it was only when he got that commitment from her that Milne was charged on Monday.
