Now, correct me if I'm wrong - but the 30 sec shot clock was to make players start their run up to kick within 30 secs of taking a mark.  Once you begin your approach you are only seconds away from kicking the ball anyway.  As far as I know it was never having 30 secs to take a kick, it was always 30 secs to start your approach ...
Check Ben Brown for the longest approach ever in the history of the game & he never cops a play on call!
