Not sure how that'll work as smart clubs will make sure their best players are signed up. Add to that there'll be a hell of a blue between the AFLPA and AFL if a player is forced to head North when he doesn't want to go.
Clubs will make sure those they want to keep are signed befor ehtey have to give anyone up
One would hope the League has learnt from the debacle that was the formation of the Brissie Bears 
Doesn't look like it if the AFL still believe existing clubs will just hand over top players. They'd be better off having a Vic club relocate.
