Similar thing occurred in a 5th round FA Cup tie at Sheffield United two years ago. Ball hit balloons and contributed to the ball going in or changing the direction of the ball to go to a Sheffield United player who promptly scored. Found that funny too as Manchester City was the victim then. Could not happen to two better teams.

I think the FA are being harsh on the ref blaming him for allowing the goal. It was a split second thing and it wasn't clear that it came off the balloon and not the Liverpool defender's leg until you saw the camera vision from front-on of the goal. Serves the dopey kid right  .
