Why is there a Senior Constable charged with sexual penetration of a 17 yr old but Nixon gets to fly out of the country?

I fail to see the difference here. 

   

The big difference is the police officer has been CHARGED

Nixon hasn't been charged with anything ....... so far; so he is free to leave the country

MORE than 80 Victorian police officers have accessed the official file of a 17-year-old girl linked to disgraced player agent Ricky Nixon and several St Kilda footballers, sparking concerns that confidential information may have been leaked to the club.
