Compo pick question

Not really a big deal but it's got me curious so I'll ask it.

As we know the compensation pick we traded for last year was/is linked to Port Adelaide's 2nd round pick and where they finished in the draft order this year.   

Is there a reason or rule somewhere stating why the free agency compo picks Port have just received are given precedence over the compo pick connected to their 2nd rounder that we hold?

29. Port - their actual 2nd rounder
30. Port - FA compo
31. Port - FA compo
32. Rich - compo pick connected to Port's 2nd rounder.

Rather than say:

29. Port - their actual 2nd rounder
30. Rich - compo pick connected to Port's 2nd rounder.
31. Port - FA compo
32. Port - FA compo

There seems to be an anomaly in the compensation pick rules.

ports second rnd pick is 28, if our compo pick comes first  we should either get 29 and 33, if it comes last we should get   31 and 33

ah yeah thanks should have realised. does anyone know why ports compo picks fall in front of ours is it ladder position.
also seeing as our deals were done last yr for our compo the trade was for ports compo pick straight after their second rnd pick dont see how any later trades alter that.its like having a water tight contract and all of a sudden its changed. has to be some sort of legality if you like that enables us to have pick 29.

Only explanation is ladder position. Though I think club should question it seems we had the pick first.
