The AFL told West Coast to leave him on (probably while you were away). 

I'd say it was to prevent him entering the ND and maybe with an eye on possible future legal challenges.

Salary cap issues as well. They have to wait until Nov 30 before they can delist Cousins. If they did it on Oct 31 it would have pushed them over their cap.
