The answer is simple. There's too many Victorian teams.
We're in a 'national' competition and over half of the teams are from one state.

The inclusion of Tasmania and another team would make it a 20-team league. That's more travel for these clubs, and there's a chance for a 19-week fixture. That's a lot more equality than what we're currently getting.
I think they could avoid a team having a seven-game run at the MCG going into finals.
This actually isn't a bad idea IMO. Just FO two useless teams like North + Saints to NT and Tas, merge GCS into them both so that their lists are half competitive. 8 Vic teams, 2 WA, 1 QLD (GC dying), 2 NSW, 1 NT, 1 Tas, 2 SA.
17 teams, just play 16 games each with a rotating bye and go straight to final 8. Half of the teams are dead in the water after mid-season anyway are just competing for better draft picks...
